Stanley Baker had been hired by a business to tidy a bramble bush when he found the missile
Police closed roads after a gardener found part of a tank missile.
Hertfordshire Police was called to Birds Hill in Letchworth Garden City at 10:15 GMT after the discovery of a suspicious device.
A police cordon and road closures were put in place as a safety precaution while Explosive Ordnance Disposal (EOD) specialists from the Army investigated.
The EOD safely removed the object after confirming it was "not active" and roads reopened at about 12:40.
Stanley Baker, from Nature Boy Gardening, said had been hired to trim a bramble bush when he noticed the device on the floor.

Mr Baker found the device amongst other piece of litter while trimming a bramble bush in an alleyway
The object was sitting among broken bottles and other bits of litter under the overgrown bush.
"I moved it with my hand to be honest. I put it on the wall, then a passerby looked at it and said 'it looks a bit strange'," he said.
Mr Baker reported the discovery to the police who later informed him it was the tip of a tank missile, but it was not active.
"It's been a bizarre day really, I'm just glad I managed to finish all my work today," added Mr Baker.
