Twenty-one people have been arrested on suspicion of immigration offences after a lorry was stopped.
Police have closed the A322 towards Bracknell between Bagshot Road and Bracknell Road while they deal with the incident.
A spokesperson said diversions are in place, but motorists have been advised to avoid the area.
Thames Valley Police said it was working with the Home Office and Surrey Police as part of the operation.
