Four councils in Gloucestershire and Oxfordshire have signed an agreement to share back-room services in a bid to save money.
Cheltenham Borough and Cotswold District councils will share human resources, finance and procurement from April.
Forest of Dean and West Oxfordshire district councils will also pool their services from November.
It is hoped the two agreements could help save the councils about £650,0000.
