The artistic director of the St Pauls Carnival has resigned saying the event does not have the "trust or co-operation" of the community.
The carnival's organisers have said the event will be scaled back this year because of a lack of donations.
It will be relocated to Portland Square with fewer performance stages and sound systems moved to indoor venues.
Julian Davis said this meant that he could not "create high-quality output" in his role.
Mr Davis added: "The current format for the carnival's 45th anniversary is unfit for purpose."
The BBC was unable to contact the St Pauls Carnival organisers.
The 2012 St Pauls Carnival will be relocated to Portland Square with fewer performance stages and sound systems moved to indoor venues.
A spokesman said that despite funding from Bristol City Council and the Arts Council, there was a £130,000 shortfall.
A text donation scheme started in 2011 raised just £3,000 towards event costs.
About 90,000 people attended the St Pauls Carnival in July 2011 which cost £250,000 to stage.
