A drunk off-duty police officer made racial remarks, urinated in public and poured a drink over a woman's chest, a misconduct panel has heard.

Former PC Luke Walton was witnessed behaving inappropriately on a night out in Chesterfield in February.

Derbyshire Police's Chief Constable Rachel Swann said his behaviour was "purely unacceptable".

The panel concluded PC Walton would have been sacked if he had not resigned prior to the hearing.

The misconduct board heard that PC Walton was drunk when he visited Chesterfield's Victoria Inn pub while off-duty with colleagues.

He was heard using "inappropriate" racial language in the pub toilets and around his colleagues where he identified himself as a police officer openly during his conversations.

The panel heard that later in the evening, PC Walton visited Chesterfield railway station where he made comments about "sorting out" a person - inferring he would commit a violent act.

He also failed to appropriately report an allegation of abuse, the Local Democracy Reporting Service said.

PC Walton then started to "openly urinate" as he walked back to the Apartment bar in Chesterfield.

There, he poured a drink over a female colleague after she tapped the top of his bottle of drink, causing it to froth over.

This caused the female officer to feel distressed and humiliated, the hearing was told.

Chief Constable Rachel Swann, who chaired the misconduct hearing, said the behaviour of PC Walton undermined public confidence in policing and caused humiliation.

PC Walton did not attend the hearing.

Deputy Chief Constable Simon Blatchly said: "The behaviour of former officer Luke Walton has absolutely no place in policing.

"I am, as is every member of the force, horrified by what was heard during the hearing and I welcome him being placed on the barred list."
