Proposals for an energy from waste plant at a Devon naval base have been recommended for approval by planners.

Plymouth City Council said it recommended the incinerator at Devonport's North Yard providing section 106 obligations were met.

The Environment Agency (EA) said it supported the application and was satisfied it would not "significantly" pollute the environment or harm health.

The planning committee will discuss the application on 22 December.

German-owned MVV Environment wants to build the incinerator to produce 22.5MW of energy - enough to power 37,000 homes.

It said it hoped to start building in April with the closest properties being 62m (200ft) away from the plant.

The planning authority has published a report into the proposal, external which outlines the plans for electricity cable connections to the national grid, steam pipe connections into the dockyard and landfill.

The report also considers issues including the visual impact, noise and its potential environmental impact.
