CCTV footage released in Thomas Orchard custody death case

CCTV footage has been released showing police treatment of a man with paranoid schizophrenia who died after he was restrained with a belt.

Thomas Orchard, 32, was handcuffed, held down and had a large fabric webbing belt put across his face.

He died in hospital seven days later.

Custody sergeant Jan Kingshott, 44, and civilian detention officers Simon Tansley, 38, and Michael Marsden, 55, deny manslaughter in a trial at Bristol Crown Court.

The church caretaker was arrested in October 2012 in Exeter on suspicion of a public order offence.

The court heard Mr Orchard was held down for more than 20 minutes. He was handcuffed and had an emergency restraint belt put across his face.

He was later freed from the restraints and left lying face down on a mattress in his cell at Heavitree Road police station in Exeter, Devon.

It was another 12 minutes before the officers re-entered the locked cell and discovered he was not breathing, the court heard.

He suffered a cardiac arrest and died in hospital seven days later.

The prosecution allege the use of the belt was "disproportionate" and "unjustified".

Officers maintain it was "lawful", "proportionate" and "necessary".
