All councils would continue to exist and would still be responsible for public services in their area

A six-week public consultation on a draft proposal to create a Combined County Authority (CCA) for Devon and Torbay has begun.

Consultation for the devolution deal, external which proposes to create a combined authority launched on Monday, Torbay Council said.

The proposed plan would see a formal partnership of elected members drawn from the councils of Devon and Torbay.

Members of the public have been invited to have their say on the CCA proposal.

Torbay Council said the combined authority would not mean removing or merging local councils - and it would not require a Mayor for Devon and Torbay.

Councillor David Thomas, leader of Torbay Council, has encouraged people to use their voice and be part of "change for our communities."

Devon County Council leader John Hart said: "We would very much welcome your feedback."

The results of the consultation will be considered by both councils in April.
