New measures are being introduced to "address problems" relating to free-roaming sheep in the Forest of Dean.
It follows an investigation into irresponsible shepherding in West Dean after complaints were received.
A public consultation in November invited local residents to share their experiences of the issue.
The local authority's recommendations, external include a Public Space Protection Order (PSPO) in Bream and discussion with the area's Commoners' Association.
Sheep droppings and dying animals left by the roadside are among the issues which have been reported.
District Councillor Roger James said: "The task group has taken into account all the written and spoken views when drawing up our recommendations for scrutiny.
"The recommendations take on board the tradition of free-roaming sheep, but also look to address the problems caused by irresponsible shepherding in order to protect the West Dean and in particular the village of Bream."
The council reaffirmed its support for the tradition of free roaming sheep in the region and said it will utilise the measures contained within the Marsh 2014 Responsible Shepherding Agreement.
