Buildings were evacuated and cordons put in place after "suspected unexploded ordnance" was found in roadworks in Southampton city centre.
Police said it was discovered near Cumberland Place shortly after 10:00 GMT and military bomb disposal experts called.
The city council later said the closures were being slowly lifted.
It had earlier warned of "major delays" for motorists while the cordon was in place.
Nearby Watts Park was also cordoned off to pedestrians.
People in the University of Southampton's Mayflower gym had reported being asked to leave the building while emergency services responded.
Workers in offices in the area were also told to leave their buildings.
In a statement shortly after 13:00, Southampton City Council said: "We have been informed that the closures are now being slowly lifted and the road will be returning to the temporary one-way system shortly.
"Thank you for your patience during this incident."
