About 6,000 properties have been affected by a burst water main in the Aylestone area of Hereford, according to Welsh Water.
Businesses in the area have had to close and the company has arranged for water bowsers to be delivered to the Nuffield Hospital and nursing homes.
Bottled water has also been delivered to vulnerable residents in the area.
Welsh Water said a team was on site and expected water supplies to start returning to normal by 18:00 GMT.
Herefordshire Council said Aylestone Business and Enterprise College, Hereford Sixth Form College, Broadlands Primary School, Hereford Art College and Hereford College of Technology had all closed for the day.
