Plans to improve a city's public spaces, including the creation of a walking and cycling link, have been agreed by councillors.
The redevelopment of the Shrub Hill Quarter in Worcester includes a link between the city centre and railway station.
The scheme also featured the refurbishment of former office Isaac Maddox House as an enterprise centre, said Worcestershire County Council.
Work is expected to start in 2025.
The scheme forms part of the wider regeneration of the area around the canal and Shrub Hill station.
The Sherriff's Gate development includes plans for 468 homes as well as a hotel, restaurants and other leisure facilities including a cinema, gym and bowling alley.
