Labour and the Liberal Democrats have done a deal to form an administration at Lancashire County Council.
The election left no party with overall control three weeks ago as Labour was four seats short of the 43 it needed.
Labour and the Liberal Democrats have reached a "provisional agreement" which will see Labour ruling as a minority administration with Lib Dem support.
The agreement will be formally ratified at the council's annual meeting on Thursday.
A county council statement said: "An agreement has been reached by negotiators from the Labour and Liberal Democrat groups on Lancashire County Council under which the Liberal Democrats would support the Labour Party in a minority administration.
"The agreement will be put to meetings of the Labour and Liberal Democrat groups before tomorrow's annual meeting of full council."
The election results were: Labour 39, Conservatives 35, Liberal Democrats six, Independent three and Green Party one.
