There was no change in Preston with Labour still in control holding 30 seats while the Tories have 11 and Liberal Democrats have seven.

With Preston's turnout at only 27.8%, Labour council leader Matthew Brown said it had been difficult to ensure residents were "inspired enough" to have their say at the ballot box.

The city council will see the return of its former Labour leader, Valerie Wise, who will take up a seat on the authority after 22 years away following her victory in the Frenchwood and Fishwick ward.

She said she was "delighted" to be back, adding Preston's Labour City Council is "really sticking up" for the people of the city.

Labour councillor Freddie Bailey, who represents Preston's Garrison ward, described the election results as a "shocker" for the Conservatives, external.

It was the same picture in Blackburn with Darwen where Labour maintained control with 36 seats to the Tories 13.

The Lib Dems and independents both held one.

Pendle saw a Conservative hold despite losing two seats to the Lib Dems.

The Tories won 17 of a possible 33 with no change for Labour who retained 11 seats while the Lib Dems increased to five.

The Greens gained a seat from UKIP in Burnley but the council remained under no overall control with Labour winning 18 seats, the Conservatives and Lib Dems both winning eight, the Greens up to six and independents with five.

Burnley Labour Leader Afrasiab Anwar said the council needed to provide "stability" for the "borough as a whole".

Hyndburn remains under no overall control after Labour lost two seats to the Conservatives to leave them with 17 to the Tories' 14 while independents remain on four seats.

West Lancashire also remains under no overall control with no changes to any seats.
