The elections will decide who sits on City of Lincoln Council - where 11 of the 33 seats are up for grabs.
In North East Lincolnshire, 12 seats are being contested, with one seat available in each of 12 out of 15 wards.
Five candidates are also vying for the PCC role, with voting taking place across the county.
Anyone planning to vote in person at a polling station must bring an approved form of photo ID..
Polling stations open at 07:00 BST and close at 22:00, with the results due to be declared on Friday.
Local councils are responsible for many public services, including housing, planning and collecting rubbish. They are made up of councillors who are elected by the public in local elections.
Duties of the PCC include appointing the chief constable, setting the police budget and deciding how much council tax precept to charge.
According to the Association of Police and Crime Commissioners, the role of the PCC is to be the "voice of the people" and "hold the police to account".
