Early start and end to Notting Hill Carnival after riots

The Notting Hill Carnival is to go ahead despite the recent riots in London, organisers have confirmed.
Bosses however, confirmed the "uplifting" event would start and end early, on both days.
The event will begin at 09:00 BST and end by 19:00 BST on 28 and 29 August.
The change comes after concerns about safety were raised by residents, businesses and participating bands and groups following the disturbances.
London Notting Hill Carnival Limited (LNHCL) said cancelling the event would have had a "negative impact".
The annual west London street parade, which celebrates Caribbean culture, began in 1964 and attracted more than one million people last year.
Troublemakers 'unwelcome'
Not holding one of Europe's largest carnivals would adversely affect the reputation of the capital and its economy, organisers said.
LNHCL added thousands "must not suffer because of the unlawful actions of a small minority".
Extra police officers and stewards will be present during the Bank Holiday event.
Christopher Boothman, co-director of LNHCL, said: "Trouble makers or those who seek to cast a shadow over this vibrant event are not welcome and shouldn't be allowed to spoil it for thousands of others.
"We want everyone to come early, enjoy carnival and get home safely."
