Street performers: Consultation opens over stricter rules for buskers

Westminster Council has put forward ideas for tougher restrictions after noise complaints, the council says

Stricter rules for buskers in London's West End are being proposed after a rise in complaints.

The consultation which opened this week could see a ban on sound amplification and changing locations.

The Covent Garden Street Performers Association (CGSPA) has previously said the council's approach was "woefully disappointing".

Westminster Council said it wanted to address everyone's concerns in a fair way.

The authority added that it wanted to "strike a balance" between maintaining performances and addressing noise complaints.

Simon Thomas, executive chairman from the Hippodrome, said noise was an issue at his location in Leicester Square.

"Busking can be fantastic we've got some brilliant buskers in Leicester Square," he said.

"Then we've got rogue buskers who don't give a stuff about anyone else they're just out to make as much money as they can.

"We've recorded someone here at 120 decibels."

Mr Thomas added: "What we need is the licensing scheme to go through, good enforcement behind it, and protect really fantastic buskers."

'Not banning busking'

Deputy leader of Westminster Council councillor Aicha Less said buskers and street entertainers "will continue to be part of our city's brilliant culture".

Ms Less, who is also the cabinet member for communities, children and public protection, added: "However, it is only right we review the scheme from time to time to respond to issues where necessary."

Deputy cabinet member for young people and public protection Hamza Taouzzale, said: "It's been about two years since our last consultation and we thought it's time for an update, it's time for a change to see what we can do to help improve the services we're able to provide."
