The bodies of a man and a woman have been found in a first-floor flat.
Emergency services were called to the property in Oxford Avenue in Gorleston-on-Sea, Norfolk, at about 19:30 BST on Tuesday.
Officers forced their way inside and discovered the pair who were believed to have been in their 30s and known to each other.
They were pronounced dead at the scene. Norfolk Police said the deaths were not being treated as suspicious.
Flowers have been laid outside the building, where officers remain as investigations continue.
The force said it attended after receiving a report of concern for the safety of a person at the property.
