A cyclist injured when she was struck by a bus had been in contact with police minutes earlier, a force said.
Emergency services were called to Dereham Road, in Norwich, at 08:30 BST on Wednesday.
The road was closed for about three hours at the junction with Grapes Hill.
Norfolk police said it had received "reports of concern for the safety of a woman" and was investigating its contact with her.
Officers were initially called to Gladstone Street in Norwich.
When officers arrived, the woman left on a bike in the direction of Dereham Road, where the collision occurred.
A statement from Norfolk Police said: "As a result of previous police contact, the matter has been referred to the constabulary's professional standards department, as is standard procedure.
"The woman, aged in her 30s, was taken Norfolk and Norwich University Hospital. She remains in hospital but her injuries are not believed to be life-threatening or life-changing."
