HMP Bullingdon: 'No action' taken over prisoner's health concerns

Healthcare workers took "no action to investigate and identify" serious health issues that caused the death of a prisoner, a report found.

Hamdi Musse, 27, was remanded at HMP Bullingdon, near Bicester, Oxfordshire, after being convicted of drug offences in December 2021.

He died in hospital weeks later after "several deficiencies" in his care.

Practice Plus Group, which runs the services at the prison, said it has accepted recommendations to improve.

The Prisons and Probation Ombudsman (PPO) found the care Musse received was not the equivalent that he could have expected in the community.

On his arrival, Musse told healthcare staff he had been diagnosed with autoimmune hepatitis.

He was booked in to have an appointment with the prison GP two-and-a-half weeks later because of "lengthy" waiting times.

But a week later, a prison emergency care practitioner found Musse had jaundice in his eyes and a swollen and painful abdomen.

The PPO found despite "clear signs" of major health issues, including jaundice, healthcare staff did not request relevant tests or make appropriate referrals.

He was later diagnosed with sepsis and admitted to the intensive care unit at the John Radcliffe Hospital in Oxford.

Musse was transferred to the Royal Free Hospital in London, where he died on 13 January 2022.

A Practice Plus Group spokesperson said: "We'd like to offer our sincere condolences to the family of Mr Musse, and to thank the PPO for his report.

"We accept the recommendations and have put in place a detailed action plan to address them, in parallel with our own clinical review of this very sad case of a young man with a serious health condition.

"We always endeavour to implement learnings from when things go wrong to improve the services we provide."
