Cadent Gas has been fined £34,000, Shropshire Council said, for failing to ensure roadworks in Shrewsbury were safe.
The local authority said it brought the prosecution after receiving complaints from people in the Monkmoor area.
The company pleaded guilty to four offences and was also ordered to pay costs of £2,022.80 and a victims surcharge of £2,000.
Cadent Gas has been approached for a comment.
The council said the charges related to work carried out on Monkmoor Road on 9 and 10 May 2023 and case was heard at Telford Magistrates' Court on Monday.
It said Cadent admitted two offences of failing to set up adequate signs, lights, guards and traffic signals, and two offences of failing to provide a safe route for pedestrians.
Chris Schofield, the councillor responsible for planning and regulatory services, said: "These offences arose from complaints from the public, and posed a threat to public safety."
