The three bedroom properties would be built on Churchill Way in Taunton. One would be owned by the council and the other by a social landlord.
The council said the homes would help it reduce its carbon emissions.
The Conservative-led authority said this was one of its key aims.
The build cost would be shared between the council and the social landlord.
The plans are to be debated at a council meeting on Tuesday.
