Staffordshire Police are appealing for witnesses after one lorry crashed into the back of another, which was broken down.
A West Midlands Ambulance spokesman said paramedics discovered the driver in cardiac arrest, still in the cab of his lorry.
He was freed by ambulance staff but died shortly afterwards at the scene.
The driver of the second lorry, believed to be in his 40s, was treated for minor injuries and taken to hospital.
Highways England warned drivers in the area to expect delays and urged them to avoid the area.
