Councillors have been advised to turn down an application for exploratory drilling in West Sussex.
Celtique Energy wants to drill to test for commercial oil or gas on land between Wisborough Green and Kirdford.
The council's planning officer is recommending refusal, saying the work has the potential to adversely affect the environment and people in the area.
There were 2,471 objections and 18 representations in support of the plan.
The application is due to be discussed by West Sussex County Council's planning committee on 22 July.
