Residents in Ballymartin, at the foot of the Mourne Mountains, face a two-mile detour when the Ballykeel Road floods.
Harry Stevenson, a farmer from the County Down village, said the area is popular with walkers.
Concerns have been raised with the Roads Service and the Department for Infrastructure said it was investigating the issues at the road.
