The drugs were seized after police searched a van on Foyle Bridge on Wednesday afternoon.
A number of other items including a mobile phone have also been seized.
Two men, aged 43 and 46, are being held on suspicion of drugs offences and remain in custody.
Police said the 46-year-old has also been arrested on suspicion of driving while disqualified.
"Our investigation is continuing and I would encourage anyone with information about the supply or use of illegal drugs to contact police," Det Insp Phelan said.
