UK Border Agency security report author John Vine

A "lack of clarity" in the language used to - and from - ministers over the suspensions in checks at British ports was criticised by the chief inspector of the UK Border Agency (UKBA).

John Vine explained his investigation into border security found checks were suspended on more occasions than ministers or senior managers had realised.

He said that record keeping was "very very poor indeed" and ministers should decide the level of authority needed for future suspensions.

Mr Vine spoke after Theresa May announced UKBA is to be broken up, with the Wiltshire Chief Constable Brian Moore, leading a new Border Force.
