Boundary review in doubt

The Liberal Democrats said they would support changes to parliamentary boundaries, but the demise of Nick Clegg's bill to create an elected House of Lords changed all that and now his Liberal Democrat party say they won't, after all, support the plan to cut the number of parliamentary constituencies - and make them of equal size. Which means the proposal is most unlikely to get through a Commons vote. All of which proves painful to former Tory MP Robert Hayward who has been advising the Conservatives on the measure from the start. Had this all been a waste of time?
