John McDonnell says NI U-turn 'shocking and humiliating'

If the chancellor had spent less time writing "stale jokes" and the prime minister less time "guffawing like a feeding seal", the National Insurance "humiliation" might have been avoided, Labour's John McDonnell says.

The shadow chancellor said that the government's U-turn on the Budget proposal to increase National Insurance rates for the self-employed was "shocking", as he responded to a statement from Chancellor Philip Hammond.
