Nicola Sturgeon disappointed by new powers

The first minister of Scotland has paid tribute to Lord Smith and welcomed the findings of the Smith Commission on new powers for the Scottish Parliament.

Nicola Sturgeon went on to voice concerns that the powers do not equate to home rule but continued Westminster rule: "I think the package is disappointing."
