David Cameron guarantees 'no veto' over devolved power

David Cameron has told the BBC he can "absolutely guarantee that there is no veto" if Scottish ministers wish to change policies like the spare room subsidy.

The prime minister, who was in Edinburgh on the day the draft plan for new Scottish powers was published, also said he would address the issue of "English votes for English laws" if his Conservative Party won the 7 May election.
