Replacing the council tax is 'a challenge'

Reforming or replacing council tax could be challenging, finds a study by the Commission on Local Tax Reform.

The Scottish government and council organisation Cosla set up the review body to establish whether there are fairer alternatives to the current system.

Professor Ken Gibb has been reviewing how councils are funded across the world and says there no easy solution.
