New indyref2 bill 'a statement of intent'

The Scottish government says its new independence referendum bill is about keeping Scotland in the EU while critics say it's the SNP's statement of intent.

Secretary for the Constitution Derek Mackay told the BBC that independence could be the best way to retain the country's position within the EU.

Ruth Davidson, the leader of the Scottish Conservatives, claimed the SNP government elected in May could now no longer claim to be a interested in governing for all of Scotland.
