Douglas Ross says council tax cuts are part of 'exciting' Conservative plan

Scottish Conservative Leader Douglas Ross said cutting council, funding tutoring to help pupils catch up and fixing local roads are the party's main local council priorities

At his party's manifesto launch he said Tory councillors "will make our schools their number one priority".
