Assessing the Implications of a More Autonomous Scotland for the North of England, external (Institute for Public Policy Research) (13 November 2012) - The institute said political leaders in Northern England should use Scottish ambition to seek more powers of their own, and recommended they join talks on any enhanced devolution settlement, to ensure safeguards are built in to manage excessive cross-border tax competition.
