Borders wind farm rejection recommended

Councillors have been advised to reject plans for a 12-turbine wind farm in the Borders due to its visual impact.
Vattenfall Wind Power wants to build the development at Minch Moor near Innerleithen.
However, planning officers have recommended the council refuses the application when it meets to discuss it on Monday.
They have voiced concerns about the effect on an area described as being of "high scenic value".
