Budget raids reserves, say Plaid

Plaid Cymru claims the Welsh government has "raided" its reserves to pay for Labour's manifesto commitments.
It follows the publication of the draft Welsh budget which will see most public services having to find savings.
But Finance Minister Jane Hutt has put an additional £288m into health over the next three years as well as additional money for education.
Plaid leader Ieuan Wyn Jones said it meant there was "very little money left to deal with emergencies."
