Silk Commission: Welsh government 'should have tax powers'

A report from the Silk Commission says the Welsh government should have the power to vary income tax by 2020.

The commission says a referendum should be held, and control over other smaller taxes should also be devolved, it says.

Lord Dafydd Elis-Thomas, a Plaid Cymru assembly member and former Presiding Officer of the Welsh assembly and Glyn Davies, Conservative MP for Montgomeryshire and a member of the Welsh Affairs Select Committee, spoke to Bethan Rhys Roberts on BBC Radio Wales.
