The 101 non-emergency police phone number has been restored following a technical fault.
Vodafone, which provides the service, said the problem was fixed by 13:00 GMT on Saturday.
The problem affected Wales' four forces and at least a further 19 in England and Northern Ireland from about 09:00.
A spokesman for Vodafone apologised for the problem with its "fixed line call routing systems" and said it would carry out a full investigation.
A Home Office spokesman said: "There was a technical problem affecting the 101 service this morning but we have worked with our supplier, Vodafone, to address this and can now confirm that this issue has been resolved."
