Emergency services were at the scene near the River Taff on Tuesday.
The Wood Street entrance to the city centre closed in both directions but later reopened.
Cardiff Bus said on X (formerly Twitter) there were several diversions in place. A witness said he rang 999 when he spotted a man in the water near Castle Street at around 07:40 BST.
A male college student who said they witnessed the incident said: "He was shouting and screaming for help. I chased him to try and keep up with him.
"I lost sight of him in the river," he added.
"The water was fast-flowing."
In a statement, South Wales Police said: "Emergency services are at the scene of an ongoing incident in Cardiff city centre following a report at 7.53am of a person in the River Taff near Wood Street bridge.
"The road between Tudor Street and Wood Street had to be closed in both directions."
South Wales Fire and Rescue Service said they had attended a water rescue on the Wood Street bridge.
Multiple crews were in attendance, alongside other emergency services. The ambulance service said it attended but was later stood down.
