Flintshire council has rejected plans which could have seen the closure of up to seven public toilets.
The local authority considered proposals which could have closed toilets in Deeside, Holywell and smaller communities including Caerwys and Cilcain.
Members of the Environment Scrutiny Committee called for a re-think after Wednesday's meeting.
Officials have been asked to present alternative plans.
