Funding to 15 school bus services in Wrexham is to be withdrawn to save £100,000 a year.
An executive board report, external said the services had received discretionary support which could not continue with the authority's budget so tight.
The cuts affects pupils in Rossett, Marchwiel, Trevor, Cefn Mawr, Johnstown and Rhos among others.
Councillors clashed at the meeting with some saying it would hit families while others called the system unfair.
They were told Wrexham was the only authority still funding such services, which may still be able to continue without further council subsidy.
The authority spends in the region of £13m on transport, but last year's £800,000 budget for supported public transport budget has been cut to £674,000 this year.
The report said: "Considerable work has been done since 2010 with a view towards prioritising services for possible withdrawal or modification in a climate of reduced funding."
