Councillors in Gwynedd are being urged to oppose plans to close Dolgellau magistrates' and crown court.
It currently costs £56,000 a year to run and the Ministry of Justice (MoJ) wants to transfer cases to Caernarfon.
But a council report, external found 46% of areas served by the courts in Dolgellau would face journey times of two hours by car, while public transport would not be an option for 66%.
The MoJ said 91 courts and tribunals in England and Wales were "surplus".
