Cheryl Gillan calls for more accountability in Wales

Another week, another conference. Hello from Manchester, where the Conservatives are holding their annual gathering - the last stop on the party conference circus for weary hacks.

As I write, Cheryl Gillan is preparing to address the conference. She's expected to criticise the Labour-run Welsh Government and promise that a review of its funding will lead to more accountability for the £15bn it spends.

I did catch an earlier rehearsal of the speech. Nothing is being left to chance. Mrs Gillan will introduce the new leader of the Tories in the Welsh Assembly, Andrew RT Davies, and their handover - even their continental-style kiss - has also been rehearsed. Mwah! Mwah!

She has also been talking to me for the Politics Show Wales on everything from criticism from the Welsh Liberal Democrats to a UK Cabinet Minister's description of opposition to high speed rail through Mrs Gillan's constituency.
