A 20-year-old man has been arrested on suspicion of causing death by dangerous driving after a car hit a telegraph pole in Merthyr Tydfil.
The incident, on Aberdare Road, Georgetown, left two men dead, one critical and another injured.
There were five men, aged between 18 and 20, in the Seat Ibiza, when it crashed at 22:30 BST on Sunday.
Those who died have been named as Rhys Jones, 18, and Ryan Gibbons, 20, both from Bargoed, Caerphilly.
Mr Jones and Mr Gibbons were both pronounced dead at the scene, while a third man is in a critical condition at the University Hospital of Wales, Cardiff, and a fourth is being treated at Prince Charles Hospital, Merthyr, for minor injuries.
South Wales Police said no other car was involved and urged anyone who saw the white Seat Ibiza travelling around Merthyr town centre prior to the collision to get in touch.
PS Gethin Hewer said: "Our thoughts are with the families of both these young men at this traumatic time.
"The families are being supported by specially trained family liaison officers and we are continuing the investigation to find the cause of the collision."
