Emergency services were called to the junction of St Mary Street and Penarth Road at 16:00 GMT on Thursday as smoke was billowing from a manhole.
Nearby businesses were evacuated and the roads closed at rush hour while inspections were carried out.
South Wales Fire and Rescue Service said no one was hurt in the fire which has now been extinguished.
Nearby properties have been inspected using thermal imaging cameras and the fire service say the incident is "all safe".
