Ukraine: Putin announces special military operation in TV declaration

Russian President Vladimir declares a "special military operation" in Ukraine's Donbas region.

Putin also said Russia did not plan to occupy Ukraine, but said Moscow's response would be "instant" if anyone tried to stop this.

He made the declaration in a televised speech at the same time as the UN Security Council was imploring him to stop.
