Seoul crush: Police admit inadequate response

South Korea's police chief has admitted his force failed Halloween revellers on Saturday, and did not responded adequately to emergency calls warning of a potential accident.

At least 155 people and 152 were injured in Itaewon, a popular nightlife district in Seoul.

Speaking to reporters, Yoon Hee-keun said he felt a heavy responsibility for what happened.
