Guernsey States £2.6m fraud review terms set

The terms of reference for a review into how con artists defrauded the States of Guernsey of £2.6m have been agreed.

Fraudsters were paid the money after posing as a major contractor involved in the airport refurbishment project.

The Public Accounts Committee was tasked with the review in the wake of the fraud, carried out in July.

The financial controls review will be carried out by external consultants, who are due to be appointed in October.

Committee chairwoman Heidi Soulsby said: "The focus of the review will be very much on preventing future vulnerability and providing independent assurance that processes and procedures across the States of Guernsey are to an acceptable standard."

However, the part of the review examining this incident will not be undertaken until the police investigation has been completed.

Deputy Soulsby said usually the committee held its hearings in public, but due to the sensitive nature of the review they would have to be very careful when deciding what could be published and what evidence may be heard in a public forum.
