The Isle of Man government says it regrets a delay in completing road works on Richmond Hill.
Work began on the £3m improvement scheme last February and was due to finish at the beginning of December.
It is thought it will now be completed early in 2011.
A spokesman from the Department of Infrastructure said: "The delays are due to the late decision to replace a water main and the recent spell of sub zero temperatures."
Tynwald granted approval for the scheme in January 2010 after it was established the area, which links the east and south of the island, had the highest road accident record in the Isle of Man.
